You can however e.g. enter /dnd mode to not be bothered by chat, unjoin or mute the channels via options or a click on their headers.
If you don't want to see too much other players, opt into solo self found mode upon character creation (unlocks after first beating act 3), way less players there. If you don't want any others, choose a league in which only you play, so most likely start a private league: https://www.pathofexile.com/private-leagues - but those only last so long. For what it's worth, after the tutorial (sometimes called campaign or story), there's hardly ever a reason to join any town.
While you can't play this game offline it is very easy to play solo and ignore every other player.
