EDIT: my example provides you with a 7% chance to block spells. I hope i put it in a way you understand.
Then spell block only blocks direct damage, not dots, so things like fire trap, desecrate, righteous fire etc. will bypass spell block, and it only block spell mines and traps, some traps and mines are not spells (like bear trap). Essentially block is relatively similar to reflect when looking at mechanics and triggers, any spell bypassing reflect will bypass spell block.
