A Google search later and no, you can't transfer from PS4 to PC.

PoE is not Warframe, it is also a very different game on consoles.
No, you can't transfer to Xbox either or from Xbox to PC or PS4/5.
You don't need to spend a cent to get started and begin to learn the game as a new player. Premium stash tabs are only useful once you're actually deep in the endgame. You'll know whether the game's for you long before you "need" any stash tabs. Don't worry about microtransactions when you're starting out, they're not necessary for a new player.
You don't need a party to advance, you can play the entire game solo. How long it takes to reach the endgame varies. You can reach the post campaign with just about anything as long as you roughly build your passives around whatever you've decided that your core attack or spell is going to be, and respect your defenses. Progressing far into the endgame typically requires more careful investment into whatever you're doing, which may require a guide to follow the lead of and learn from, and there's plenty out there.
