Yes, having a higher block chance will make the skill proc more often.
I've never used the skill, so I'm unable to suggest what would be a minimal block chance to make it worthwhile, or even if it's worth using at all.
Hopefully, someone who has used it chimes in.
If you're not running out of sockets, there's no harm in experimenting with it.
Reckoning: also triggers when you block and has a aoe cone in the direction of the enemy that you blocked.
Vengeance: triggers when hit and is a full aoe circle around you.
Tempest Shield: Caster version, its a buff that reserves mana to increase your chance to block spells by 25%. Fires a chain lightning when you block
You can use the keystone passive Glancing Blows to double your attack/spell block. But you take 65% of the damage when you block instead of 0%.
I have never used any of the counter attack skills for its damage. Always as a utility skill.
Example - Vengeance + Power Charge on crit support or endurance charge on stun support.
