How to have a constant Flicker Strike?
..considering it has a cooldown.

(I'm talking, hold down the button and spam)

You need a reliable way to generate Frenzy charges, as they allow you to bypass the cooldown.

If you have a look here on the wiki[pathofexile.gamepedia.com], you will see a list of skills and items that generate charges and otherwise interact with them.

Blood Rage is a very good skill for generating charges and it has other benefits, though getting permanent upkeep could prove a little tricky.

Is Blood Rage where I have been reading people use CI to counteract the "Losing Life" part?
I am unsure how the interaction would work to be honest, as I have not rolled a CI character for a very long time.

For a lot of builds, the HP degen is mostly a non-issue. If it is causing serious damage, you can offset it with Leech or Life Gain on Hit, even regen. I believe the Blood Dance boots would really help out to.

Chaos Innoculation has it's uses, but will often just over-complicate builds and add to the cost (you need to invest very heavily into ES gear, and often need an Eye of Chayula amulet to deal with the never ending stuns). You also then need to spread out your passives further if you still want any form of armor or evasion. Also, no more life flasks :steamfacepalm:

One more question (if you could oblige me):

Hardcore league; People say daggers are best (crit/dmg and apparently Life Leech is easy to acquire?)
Or is this not as "safe" as Claws may be?

That is harder to say in all honesty. Claws probably would be safer, but the risk probably comes from the levelling side of things. I imagine you would definitely be doing more damage with daggers, but watch out for that in hardcore. If you have been speccing crit chance/multiplier and then flicker into a reflect pack, things are going to hurt.

So honestly, either or. I generally play softcore leagues so risk is a little less of an issue for me. In HC you need to focus on surviving more than dealing damage, so perhaps Claws would be a better idea. In SC, I would probably just spec crit dagger though and deal with reflect as it happens.

I can't play SC modes, I do need the "thrill of risk" that permadeath provides. Perhaps I will consider Claws.

Oro's sacrifice with passives to gain high chance to burn and multi strike gem. Upon burning an enemy you gain frenzy charges, this is more powerful than blood rage or any other on kill frenzy charge gains. Oro's sacrifice flicker strike is one of mainstream builds though as it has topclass clearing speed of maps, but you may have trouble with boss.

Blood Rage was changed to do physical damage based on your life and energy shield, so it's risky for CI builds that don't have a way to counteract the constant damage.

Before it was harmless to CI builds since they were immune to chaos damage.
