I have insane stutters, most painful ones - on maps with water or near influence altars
DX11, 12, and Vulkan unfortunately do not help, they all perform about the same (Stuttering wise.)
Only do I suffer this issue in POE, and unfortunately I do not run many background processes when playing POE, maybe, at most, discord, spotify and Steam
I couldn't even say those are the causes for me, I'll be stuttering in a random act lol, I stuttered so bad earlier, at the coast, that my game just crashed outright
I am glad it's playable enough to play the new league, but even then, how I am expected to do end-game content with these stutters is unknown to me.
I finished the campaign but IDK how I'm supposed to do maps, let alone anything else LOL
3070ti and 5900x with 64GB 3600mhz, set to dx11 @ 1440p
I am curious if you're over wifi or wired?
I had issues with wifi a while back and ran a cable - it's so much better than wifi but your mileage may vary
Wired, as I said above, predicted / lockstep, no difference
go to Steam Settings -> Downloads -> Scroll down to Shader pre-caching and Disable both options there.
Go to NVIDIA control panel -> Manage 3D Settings -> Global Settings -> Scroll down to Shader Cache Size and set it to 10GB or 100GB (depending on hd free space). While you're there, scroll down to Power Management Mode and select Prefer Maximum Performance.

It is very SIMPLE, : it is POOR CODING which is causing the issues.
I have tried EVERY FKING OPTION and NOTHING WORKS. You can verify it all with f1 in game to see your info. You can also see other info in your task manager if you ctrl alt del.
Dx12= is fail and eats system resources (better have a 5k$ system)
Vulkan dont load when switching to that mode at title screen. (LoL)
Tried network settings from "lockstep" to predictive. The outcome was nothing but "predictive" casting skills twice with the 2nd cast being the "actual" cast. (great way to get killed)
Even tried the NO NO option toggles which are in your NVIDA control panel. Which btw may DESTORY you GPU!! (there is a reason WHY NVIDA set it that way)
Oh and BTW, STEAM does NOT download SHADERS for this game. When i checked that option it shows there is ZERO downloaded. (ROFL @ that 1 comment)
So what "we" are dealing with i think is the fact that Diablo 4 is a flop and they are enjoying the influx of players to POE. ($$$) And due to this stuff is getting overlooked or rushed. Or maybe they just are becoming like Blizz?
So to recap it all, it is just POOR CODING and the only thing you can do is get a better system to handle the errors FASTER than what your current system can process.
