Since you exceed the recommended, its likely a setting.
Turn off dynamic resolution, first, as that causes lag when the game decides to modify the setting due to on screen stuff going on.
The higher the ms, the worse. So say your GPU is at say 10ms, and your CPU is at 20ms, it means your GPU is able to process at 100FPS but your CPU only at 50FPS, meaning your GPU is waiting on your CPU and only able to produce 50FPS.
Same goes the other way around, however this game definitely has CPU performance/bottlenecking issues, so I doubt your GPU is what is causing your low fps and is likely your CPU + just bad game optimisation.
