If so, what I did to fix my issues, were to first disable core isolation (this didn't fix it for me), then in the production_config.ini changed my sound settings to:
master_volume2=5
ambient_sound_volume2=false
dialogue_sound_volume2=0
sound_effects_volume2=10
music_volume2=false
chat_alert_sound_volume=50
reverb_enabled2=false
item_filter_sound_volume2=50
Of note are the false flags instead of a value of 0 which you normally set via sliders in game. This bumped my fps from a variable 30-40 to my usual value.
The volume values still there are just what I generally use to play and can still be changed from the corresponding sliders in game. For example dialogue I keep at 0 unless doing Sirus, where the audio cues make it easier for me.

steady fps with no difference in settings usually means the CPU + ram combination is on its limit.
in case you have a slow cpu the graphic card doesnt matter....
when your GPU can do 200fps but cpu is limited to f.e 60
you will still get only 60fps
but i dont think this is the case for your computer.
My first idea would be to open pc and see if all slots are in correct place and nothing is "lose"
f.e Ram not being in Wrong channel if you have dual core
or ram not being lose etc
modifiyng sound files should not have to do anything with your problem imo T_T
these configs just load settings.
should not impact performance at all
To note: I only had to do this on Windows 11, with the same hardware that I ran Windows 10 on. Same hardware was giving me 200+ fps in Windows 10, while only 30-40 fps in Windows 11. This means that for me it's most likely an issue with how Windows 11 handles sound in combination with the game, not a problem with the game itself per se. However, it does seem to help fix the issue to just disable some of the sound channels that I kept at 0 anyway.
I have the same issues with Windows 11, so I reformat into Windows 10 to keep it at 240fps.
You can also change from DirectX to Vulcan, or vice versa, before you login to the game.

I have a 165hz G-Sync 32" that did only cost like 300€ or so
but glad your problem is "fixed".
