% of phys dmg as extra cold damage, before or after cold conversion?

I believe they happen at the same time.
You will still get full use of "physical damage as extra cold damage" and your physical damage will still be converted.

For your player damage, it's before. The damage calculation rolls your base physical damage + all of its increases, adds "phys damage as extra cold" cold damage based on that phys total, then converts the % of physical to cold that you have and adds in any increases you have for cold.

Any non-converted physical remaining gets lumped together with however much cold you ended up with.
