Its very common to be around that tiers,however it will build up over time.Zana leveled up,can give also maps up to tier 11 and sometimes will sell a divination card for t15 maps.
Maps will come steady,at some point you will have so many t9,then you will have many t11-t12.
Just alch and go and hope for the best,kill as much as you can,open boxes,turn stones.
T12 and above are meant to have lower drop rate, and you're not really expected to be abe to maintain a map pool there (that is to drop as much or more maps than you'd use).
Under that tier, it's just a matter of quantity and getting the good mods (bosses have a 20% chance of droppng a map, so a double boss map is usually nice when trying to get those).
Oh yeah, Elwinds advice about Zana and the divination cards is good. I think its the most realistic chance to play a tier15 map at some point. My friends and I share those as well and now that we are lvl90 (or 91) we have 7 of those. Only one more and we can play a tier 15 map - yay!
Honestly you prolly would have more drops with iiq upwards of 150+ (on the map if that wasn't clear)
Although this is not always achieveable. Also depends on the amount of currency you are willing to spend vs how much you still need for gearing and such.
At this point in the league I don't really care, I mean Bino dropped (thrice), Perandus Signet, some ex, and so on, after that using some chaos on a map is really trivial. Espcially if break-even or even make profit with chaos recipe for total spent.
You need currency to make currency I guess ... (although trading is alot easier to obtain currency)
EDIT: Also, do you guys still run unID'd rares at this stage?

Indeed. Kind of glad that this is the case as well. Would be kind of a pain to balance your gear between IIQ/R and resistances.
