It only affects the maximum (or cap, if you will) in that case. The default maximum is 75%.

Which has a cap of its own btw, never expect to be able to reach 100% block.

The (default) maximum chance to block is 75%, and the maximum maximum chance to block is 90%. If you just stacked "+x% chance to block" modifiers, you could get to 75%. If you get this modifier, you'll increase the cap to 85% (but you'll still need to get "+10% chance to block" to fill that cap). If you got more modifiers like this one, you could get even higher but never higher than 90%.
