When the master you asked to create the hideout reaches rank 5 you can invite 3 more for a total of 5 masters in the hideout.
When the master you asked to create the hideout reaches rank 7 you can invite them all into the hideout.
The following can also be invited and don't count towards the limit: Leo, Navali and Alva.
It depends on whichever master the hideout is based off of, and it doesn't automatically upgrade, you have to talk to him/her and choose it from their dialogue.
(Edit: Also, the pvp guy, Navali, and Alva don't count towards this limit.)
A starting hideout can hold two masters.
If you do the daily mission, you will gradually level up the master.
At level 5, you can upgrade and your hideout can hold 4 masters.
At level 7, you can upgrade again to max size, and you can have all masters.
You can switch hideouts for free at anytime, but the master you switch to much be the same level (or higher) as the current Hideout master.
the only other thing that it might be is that it is tied to the size of the hideout,
small = 2
medium = 4
and large = 6
If another master is higher level you can just talk to that higher level one ask them to create a hideout. You get a new hideout with your master limit based on this one's level instead of the original master. You can then kick out the original one you had your hideout with.
