Report a translation problem
Although for some selected scenes in the game, the camera is raised a bit. And even then you can sometimes see enemies idling in those, as they're far enough out to be culled from calculations due to optimization. (e.g. in beacon, for anyone playing)
I'd much rather have a larger FOV and be able to see the mobs.
I would also like to get a fov slider or zoom just a little bit more.
afaik you never could adjust the angle of the cam. you zoom in and out.
Saying you're going to wait till they "fix" it is like saying you are going to wait till CoD or Battlefield "fix" the camera so you can zoom out into 3rd person perspective.
No... Just no. Thats not how the games were designed to be played, PoE included.
Personally, I have played so much PoE that its camera feels like normal and other top view games feel strange to me. So naturally I would have to say leave the camera alone, its fine.
I would also like to point out that if you're playing on a old school 4:3 monitor then the game is going to feel extra zoomed in. Aspect ratio n stuff.
Try upgrading to ultrawide. It will probably feel better.

No... Its client based. Using programs to unlock the camera proves this.
I think its safe to say most games are designed around 21:9 nowadays. If not then you see that black bar across the top and bottom (Or worse, stretching
4:3 <--Ancient -Diablo 2 and Warcraft 3 days
16:9 <--Old
21:9 <--Modern
Standard for me means that almost everyone has and use it. I doubt it, even when 21:9 gets more and more popular.
Locking a change in software behind hardware upgrades is always tricky. Only exception is the PC itself here. But someone should not aspect that I, as costumer, change my native display just to play the game in a sense which I used to.
But back to topic, like already said, its properly a design desicion to not let player more zoom out or rotate the cam. Reason could be that they modelled the world in this way how she is now. If you would rotate you'll end up viewieng behind the models. Zooming too much out can end up in a similar fashion. That the only 2 option which comes to my mind, when devs locking the cam in a scenario like these.

Technology is growing at a exciting pace. Asking it to slow down for YOU is just selfish.
-EDIT: "forced design choice" this part made me laugh. I dare you to find a game without a forced design choice camera.
-Spoiler, even if you mention Skyrim with some bizarre camera mod, thats a design the game forces you to choose. =P
between support and forcing is a difference.
support = the software allow you to you use this thing
force = the software want you to use this thing without allowing the user to change
