And yes, it's going to be 70 mana/s if you do 10 attacks per second.
About cast time, it's not what you think it is. It's something to prevent skills from overlapping. Cyclone has a cast time of 1s, meaning you can't cast another skill (exception of cast time breaking skills, like travel skills) in that second while cyclone is in use, you have to wait to cast the other.
Right now it seems my build has a bit of a mana problem. =/
You can also use a Mana Leech Support gem. That might not be ideal for what you're building, but it still might make it possible prior to the point where you've got your passive tree in it's final state and gotten your end game gear.
There's an Aura gem (Clarity) that regens mana too. Or, run Blasphemy Support and Poacher's Mark (or Assassin's Mark, or Warlord's Mark).
Play around, balance it so that you're not using mana faster than you're regenerating it.
