How to assign skills to controller d pad, and is there a controller zoom bind?

I can assign skills to the right buttons as well as the l2 and r2 alt sets, but I don;t see how you bind hem to the alt dpad buttons.

Also camera zoom in/out does not seems to work at all, at least with a controller. (Unless I'm missing something?)

Not to be hating, just out of curiosity, especially as this seems to pop up more with controllers being mentioned: What is the use case for "zooming in" (which isn't even just zoom, as it pans the camera as well)?

edit: assuming it's meaning the general viewport, not some menu like e.g. the atlas

To see my character better. With default I can't see small detail 10 feet away from a 75" hdtv.

Still begs the question why so many controller users bring it up, as if there is a bias for those users to care about the look of the character. It's a non-gameplay thing (trying to avoid "use"). An evil designer would then zoom in automatically when in inventory or something to monetize on that bias.

It just seems odd that the monetization is so ham fisted on skins, but there isn't any way to see them larger.
