Marylene's Fallacy - What's the point?

Recently, while developing my Witch GC crit build I stumbled upon this piece of gear.
For those of you that don't know what it is:

It gives a nice crit multi boost of 140% - 160% but at the same time 60% LESS crit strike chance (this % applies at the end on the finished number, let's say u got 80% chance to deal crit strike, with this ammy it drops to 32%!) and damage for non crit strikes is reduced to 25%. --...--''

Just to repeat myself, i know that balancing is really important, but what's the point of creating an item with so many "item breaking" downsides?
