it always does that, on my system it hangs for actually minutes. Just wait.
Until you reboot your PC, PoE will load alot faster, if you have already started it up once before.
You can alt-tab or alt-enter on the loading screen, so while it loads, you can watch some youtube videos.
Also, there is a command-line argument, which lets you bypass the long start-up time of this game (--nopreload), but it may result in missing textures or even missing whole assets.

Do not use the internal file defrager for that file if you're a steam user. It might not damage the file, but you'd redownload it upon the next check for integrity of it. So most likely on the next patch (or if you manually trigger it e.g. by verifying the games cache files)
I would even argue that the PackCheck.exe is something a steam-user shouldn't be using, as the steam-game-integrity-verification should be enough to see if it's bogged.
