Instruments of virtue and static strike
So I love using static strike it kills things like it's nothing but something has been confusing me about the node instruments of virtue and static strike. Of course I'm nowhere near the level to be able to do this but I like to plan out. Here's what instruments of virtues does

30% increased Spell Damage if you've Cast a Spell Recently
50% increased Attack Damage if you've Cast a Spell Recently
20% increased Attack Speed if you've Attacked Recently
30% increased Cast Speed if you've Attacked Recently

My question is where does static strike fit in to this. Does it count as a spell, and attack, or both, because right now I'm only using static strike no basic attack. Also don't expect me to respond any time soon because I'm stuck in a treatment center ( look it up) the only reason I have my phone is because I'm on an off campus visit with my family

(Attacks are never spells and spells are never attacks.)

You typically would want to specialize your damage to come from either attacks or casts, not from both.

IoV is great for when you have an attack as movement skill and a cast to kill stuff.

The other way around is a bit more tricky, movement spells are meh at best.

You could do the classic Orb of Storms and possibly even use it to apply curses (with a curse on hit setup for it)/gain power charges with power charge on crit etc.

It really depends on what you want from it... casting a vaal haste should count as well, but in order to keep that up, you'd need to kill quite fast... and/or get a lot of extra duration.

Ok I'll try to keep that in mind even though some of these things you are saying make zero sense I do have some movement spells that I like and are good for now

There are only 3 movement spells in the game. Flame dash, which is not really spammable, lightning warp that needs a support setup to be instant, and bodyswap that needs to be cast after either desecrate or unearth if you want to control where you're going.

They all have a drawback that makes them more difficult to use than a simple leap slam, whirling strike or shield charge, and don't benefit from supports like fortify (essential to a melee char).

Movement spell are good for pure spellcasters with arcane surge but that's it. Everyone else is better off with shield charge, whirling blades or leap slam.

So for IoV, if you already have a movement attack, you shouldn't pick a movemnt spell. So you need to pick another support.

With static strike, tempest shield comes to mind.

Selectively quoting them would have made sense.

Otherwise, yes, read Sajahs Post. Although... think about that as well. Tempest Shield requires a shield (or at least I'd guess it does), so if you don't use one... tough luck.

I like the sound of tempest shield especially sense I have a great Melee weapon the gorebreaker and don't see the need to dual wield after getting that weapon

Tempest shield does need a shield in the offhand. Disgerarding dual wielding (it's really not made for that), you could do a mean build as a crit staff wielder with static strike, especially with inquisitor ascendancy.
As a personnal opinion, I don't really like going melee without a shield if I'm not duelist or marauder. You need the block and shield charge/fortify when you're going to be close to mobs.

Blood Rage.
has a near instant cast time of 250ms (Tempest shield & curses = 500ms) and adds a nice bonus buff of +20% attack speed, leech (physical) and frenzy charge generation.

Personally, I would find it annoying casting it every 4 seconds to maintain 50% increased damage. But I can't really think of a better spell to spam to keep the damage buff up.
