For example, the infrequent stun build would be best equipped with a mace, as maces inherently have stun duration & threshold related passives.
It also depends on what you have. If you have a good axe, but no mace to speak of, going with axes is obviously the better choice. The beauty of this game is its open diversity. You could go with a staff and have it work the same, if you wanted.
Items should also be taken into consideration. In terms of uniques, Atziri's Disfavour is a unique 2h axe which is very difficult to compete against.
Marohi Erqi is a popular mace, though typically used with something like Earthquake.
Hegemony's Era is a great staff, best suited for crit based builds.
Of course gg rares will usually be better, but they don't come cheap.
I will say that Heavy Strike isn't the greatest skill, though melee in general is in kind of a rough spot right now.
