no you can't. you moving just in one direction and if any obstacle or enemy skill will appear at this direction you must to stop aiming and change you position. also always moving mouse in opposite side of screen for kiting is really annoying
it's not POE, V Rising is much harder. And you will never beat anyone with the same gear score in PVP if you will use "click to move" in risen

POE is 100x faster than the game in that video, you need to move MUCH faster and cast more spells many times faster than in that video.
How many hours on POE do you have ? How far have you gotten in game ?
