There are also crafting recipes in delve which give you a guaranteed number of sockets. You can use this to build an item with colors you want as follows: start with an item with a low number of sockets and use the guaranteed colors recipe to get them as you want. Then use the recipe to add one more socket (the current sockets with this recipe will not change color). If you get the color you want, continue with the next highest socket number recipe. If not, you can reverse the recipe and try again. This requires a fair amount of currency orbs, but it will give you eventually the colors you want without relying on RNG (especially if you are trying to roll off colors on an item, like red sockets on an evasion/energy shield base).
There may also be recipes in Oshabi's garden for socket colors, but I haven't spent a lot of time looking there.
If you want more blue, then intelligent armor is easier
If you want gem mostly blue and red, then str int armor can get it easiest

Those recipes are no longer in Delve. See https://www.poewiki.net/wiki/Crafting_Bench#Crafting_modifiers and scroll to Niko (for those legacy reasons), they are now in specific maps.
Sounds like INT shield
Crafting bench can "force the color" up to 3 sockets.
This league I playing a heavy armor dude, got a helmet wit STR req 100+ but I need 3 blue socket.
So I use crafting bench to force the 3 blue. The rest 1 socket I want red, easily rolled by a STR based helmet
They aren't in delve anymore though. Like the driver posted they are now in specific maps which you can view from the crafting bench of the recipe itself in game as well if you don't own the recipe all ready.
You want to set a specific color on your shield which is maximum only 3 sockets.
