Regarding curse mastery

1. +20% chance to Ignite, Freeze, Shock, and Poison Cursed Enemies will this make the curses i put on monsters give my minions an extra 20% chance also or just me?
To me it reads like if i curse then, anything that hits it has a 20%chance..

Afaik it's just for you. It's not the curses that apply the effect, it's you who get the effect on cursed enemies.

the chance is just you but once an enemy has one of the ailments the attacks of your minions take that aliment into account, for example if the enemy is shocked your minions will effectively do more damage to that enemy

Modifiers affect the entity that owns them (e.g. you for your passives) unless otherwise stated. This one checks for whether an enemy is cursed (by you or otherwise) and, if so, grants you (not your minions, totems, et cetera but you specifically) +20% chance to inflict these ailments on that enemy.

The modifier you were hoping this would be, the one that would be more useful to a minion build, would be written "enemies affected by your curses have +20% chance to be ignited, frozen, shocked, and poisoned". Even this wouldn't be useful unless your minions dealt the damage types appropriate to each ailment (e.g. fire for ignited) or had a property allowing the damage types they dealt to inflict ailments that they normally couldn't (as e.g. Elementalist's Shaper of Flames/Winter/Storms notables do for you).
