So if something requires 100 strength, dex or int (whatever the highest stat requirement on the item is), you need at least 400 omniscience (so a total of 400 points between str, dex and int ).
Yes it affects gems, and no you should be doing what the other players do, which is stacking many +attribute modifiers. Look at the top players on poe.ninja, they all have good stat rolls on most of their gear and even % implicit mods where possible. This should allow you to wear anything you'd need. But to start out you could just divide your omniscience by 4, if the number is higher (or equal) than the max stat requirement on the item, you're good to go.

All you need to do then is fine tune resists and pick up extra omni science for bonus damage. 1000 Omniscience should be your goal.
