You may be able to just set the renderer type in the config file instead of via the GUI.
...\Documents\My Games\Path of Exile\production_Config.ini
renderer_type=Vulkan
(in the [DISPLAY] section)
Don't forget to know how to change it back in case you actually can't use the renderer.
Unfortunately, this did not help.
PoE still crashes after showing me the initial loading screen (with the progress bar) followed by a black screen.
It did not even get to the grinding gears animation (either of them).
So here I am, hoping 3.14 will work better on my sidegrade to a hotdog maker.
Try playing the standalone (non-steam) version.
