Steam should download the whole game again if there's some file corruption or manipulation. You might want to look into what causes that, e.g. some antivirus, defective hardware (check SMART values) etc.

The download should be roughly of the size displayed for the game, although there's a bit of overhead as well. Shouldn't be more than 180 MB download for a 157 MB update.

Due to the way steam handles updates in combination with the content layout, you'll need some temporary disk space though. But naturally that doesn't mean the whole game is downloaded again. That behavior is more user-friendly on the standalone.

It also depends on the user's Windows Defender/Anti-Virus settings. Especially if you keep "tamper protection" on, the virus scan will continuously reset the files when changed and result in problems with game updates. It also results in broken/deleted saves in some games, particular those using the Unity or Avalanche Engines.

Oo

Although valve recommends something in that regards anyways:
Anti-virus applications often interfere with Steam and can cause a range of problems from connection issues to games not launching correctly. Please set your anti-virus to Game Mode or disable it before launching Steam if you are experiencing issues with your Steam games.

I'm pretty sure OP is referring to the "allocating" bullsh!t that takes 5m on an i5 and NVME drive, then the install of a 157MB that takes another 5m.
It's absolutely not how Steam updates games. No other game updates like PoE. All other games that I play finish updating when the download finishes which starts immediately.
It honestly feels like something shady is going on like system scans- going to have to read the ToS again I guess.

5m later- still f'ing updating. AV is already set to straight-up exclude all Steam folders.

Stellaris updated with a 350MB patch in under a minute.

Imho PoE musn't have to come to Steam when such issues STILL occur.
Indeed it is the only game giving this issue.

A measly update cripples most PC's resources for over 15 minutes, AV apps are set to bare minimal protection, where vulnerabilities occur on other ends and over all it is just aggrovating.
Seen this game is been given that much attention of the devs, it would have been priority way over the visual effects!

As i stated before: make a manual patch which can be downloaded w/e on Steam or official homepage and make the game easier be patched w/o having the full game being downloaded again, backuped, written over and re-installed again for such BS small updates!

If it's Steam, devs should be discussing this with Valve and come with a solution.

Back when PoE first released on steam it was like 6 GB, so only a fifth in size, the problem wasn't that extreme back then.

And now... we even have plans of GGG to put their money (which is our money we gave them) into changing their game to better suit steams flawed way: https://steamcommunity.com/app/238960/discussions/0/1747895668025948737/

You know, just so we as consumers can do so over and over again on the next game that runs into this.

See also https://old.reddit.com/r/Steam/comments/fap52x/400_mb_update_taking_hours_only_showing_disk/ not quite sure which game "WH2" is, but it sure isn't PoE and it's happening to it too.

mine is stuck. It says unpacking but never unpacks. I tried resetting the download cache but problem remains
3 seconds to download, 10 minutes to update. I guess it's really time to move this game to one of my SSD Steamlibraries.
Dusty13B Mar 17, 2020 @ 8:45am
Ya idk whats going on with your pc man. Mine reserved the space then downloaded 157.58 mb and that was it.
Dusty13B Mar 17, 2020 @ 8:48am
I take that back. I lied. its at 157/157 *complete* and there's 11 minutes remaining. lul. So I guess Im in the boat with the rest of you. Poe is up to some ♥♥♥♥.
Cloud Rider Mar 17, 2020 @ 9:25am
yeah mine says unpacking 157 of 157 and then nothing. It pauses and I have to click resume, but nothing then occurs.
Laokon Mar 17, 2020 @ 9:36am
Wtf is wrong with your system? Mine was done in like 5min and only cause i have a ♥♥♥♥♥♥ connection and download takes time.
LaCrampe Mar 17, 2020 @ 9:59am
I agree, patch download is ♥♥♥♥♥♥ up. Also downloading at max 5mbps (between 0 and 2 most of the time) while other games download at 65 mbps.

WTF

It's hilarious to have these kinda issues in this day and age. Steam should just warn about and update and let the poe launcher do it.
