The download should be roughly of the size displayed for the game, although there's a bit of overhead as well. Shouldn't be more than 180 MB download for a 157 MB update.
Due to the way steam handles updates in combination with the content layout, you'll need some temporary disk space though. But naturally that doesn't mean the whole game is downloaded again. That behavior is more user-friendly on the standalone.
It also depends on the user's Windows Defender/Anti-Virus settings. Especially if you keep "tamper protection" on, the virus scan will continuously reset the files when changed and result in problems with game updates. It also results in broken/deleted saves in some games, particular those using the Unity or Avalanche Engines.

It's absolutely not how Steam updates games. No other game updates like PoE. All other games that I play finish updating when the download finishes which starts immediately.
It honestly feels like something shady is going on like system scans- going to have to read the ToS again I guess.
5m later- still f'ing updating. AV is already set to straight-up exclude all Steam folders.
Stellaris updated with a 350MB patch in under a minute.
Indeed it is the only game giving this issue.
A measly update cripples most PC's resources for over 15 minutes, AV apps are set to bare minimal protection, where vulnerabilities occur on other ends and over all it is just aggrovating.
Seen this game is been given that much attention of the devs, it would have been priority way over the visual effects!
As i stated before: make a manual patch which can be downloaded w/e on Steam or official homepage and make the game easier be patched w/o having the full game being downloaded again, backuped, written over and re-installed again for such BS small updates!
If it's Steam, devs should be discussing this with Valve and come with a solution.

You know, just so we as consumers can do so over and over again on the next game that runs into this.
