No, poison works like poison. Decay works like Decay.
It is important to take wording seriously in this game.
While both do chaos damage, Decay is a Debuff and Poison is an ailment:

i mean, it des like 900 damage a second, would be totally Op if it was per hit, especially with fast attacks/spells.
Poison is the only ailment which can stack indefinitely (except maybe small shocks, which you wouldn't notice), you can have about a billion poisons on an enemy at a time. Decay however, is not an ailment, and cannot stack.
