Its highly likely your processor is to weak for the graphics options you currently have, since POE is a processor heavy game.
I suggest turning your graphics down, and if you can, turn down shadows and lighting.
Sure, hardware can cause a problem, but it's honestly usually GGG's end. Especially at league start.
It has connection problems at the start of every league.

I haven't had a ton of them, but especially in and around heist, things have been unstable.
This is the same song and dance every league.
They'll fix it. Never said they wouldnt. In fact, I explicitly said they would and do fix it, and that is why its demonstrably true that there are issues.
I'm not ragging on GGG. Bugs happen. Pretending they don't is kinda obnoxious though, yeah? It doesn't help anyone.

Yes there are some problems on GGG's end but a majority of these problems are persistent after the fixes, which is what the person you're quoting is referring to.
I didn't have any issues day 1. But that would be ignorant of me to think no one else is having problem, wouldn't it?
Most of the fixes they release are hardware related, meaning computer configuration. And you can't fix those problems if people don't submit their reports. And a majority of their fixes come from user reports!
So yes, there are bound to be issues at the start of the league. The person you called wrong is actually right, and you just can't admit it.
