Leagues have whatever the new mechanic is, and all League characters (and stash tabs) get migrated to Standard at the end anyway.
If you want something budget friendly I'd suggest looking at Enki's Arc Witch: https://www.pathofexile.com/forum/view-thread/1147951
Further, I'd suggest looking at the Class/Builds section of the forum. Look for "Budget" "Beginner" "League Starter" or "SSF" any build with one of those tags is likely to be inexpensive to set up. There's generally a few for every base class.
My only issue with POE is it gets so boring at end game because you have to play solo doing maps compared to other games like D3 where you play with other players
You are only playing solo because you choose to... as he said...there is no other reason as you can group up in PoE just the same as Diablo and even get better rewards the more people in your group.
I used to try looking for people in general chat but never found anyone except that one time after like a month. Which is why I ended up playing Solo, which kinda sucks
Maybe I have to get T12 maps and up to play with other people?
is it map dependent on if people would want to spend their time playing with you? the thing is in D3 you can just hit match making
D3 does have the matchmaking but its basically just one step faster to grouping up with randoms.
I would honestly just find yourself a large discord gaming community and find people through there. Or try to make friends ingame and group up with them.
Fair warning , people will group with you based on your own characters ability to clear content. So don't expect people to group with you if you aren't prepared for the content you are trying to clear.
Plus grouping with randos is worse in PoE because nothing is player locked like it is in D3. So people are way more likely to try to screw you and take as much of everything as possible.
Its much more fun to play in groups with friends when you know what you are running is viable for both of you.
And also you can set loot to permanent allocation as well.
