You have to enable Vulkan before logging into the server--once the game is launched, the option will be greyed out. Use the options button on the launcher to toggle between Vulkan/Direct X 11.
On my system I see poorer performance with Vulkan, so I suspect high end systems (which likely don't have problems running the game anyway) will not see as much benefit as lower end systems and systems with older hardware that still are capable of supporting Vulkan.

2nd straming with new nvenc codec cost only a few fps even 1080p 60fps and would never drop your fps from 450 to 30 or lower.
What do you mean with "high density situations"? He has <30 fps in his hideout already with a 8700k and 1080ti. This is wrong on every level no matter his streaming/recording settings.
Again vulcan is great! Only this comarison is wrong.
I agree with dOBER--I run a 6850k CPU and GTX Titan X GPU (slightly weaker CPU to 8700k and equivalent GPU to 1080Ti) and without limiting framerates I run 400-450 fps @ 1440p on DX11. Running 30 fps while idling in game means something is not set up correctly in the display options. I choose to limit framerates to 144 to match my monitor because it lowers my GPU temps from ~80 C to ~60 C--why beat up my hardware for performance I won't really notice? Vulkan doesn't work well for me but as you can see I don't need it right now, but I am sure it works wonders for older/weaker hardware.
It's simple, I get the best from Vulkan.
