This works.
I have a older Intel i5-2500k cpu, 16GB ram and a new geforce GTX1650. I gained about 15 FPS and I am running 4 degrees C cooler. Thank you!

notepad++ "%homepath%\Documents\My Games\Path of Exile\production_Config.ini"
replace the values behind
ambient_sound_volume2=
and
music_volume2=
with false. Don't forget to save. If you're ok with dying from significant sound effects not playing, go ahead and set the sound_effect_volume2 to false as well.
