I hopped into path of building real quick and it seems to show that Kinetic bolt supported by blastchain mine does indeed benefit from wand passives and mine passives.
Instead, use the new Spellslinger support on a supplemental spell. Lots of good options there to check out. For example, you could trigger ethereal knives or Arc to improve your clear speed while tuning KB for single target. You could clear with KB and use a big spell like glacial cascade for single target.
After reading the other comments, I see we need to be careful with PoE terminology here. Read a gem's types. Kinetic Bolt is an attack gem, so casting speed will not affect it. You need supports that match a type in the gem's list in order for the effect to apply. Kinetic Bolt has the listed exception with spell damage applying to attack damage, but that is breaking the normal rules. It will only ever be true if an item explicitly states the rule change like KBolt does. Since it does not also say that cast speed applies, you know that it won't.
