the range defines the maximum distance something could work and for AOE perks or gems you will need to have AOE in the first place. and arc has no AOE.
It could have, exactly for increasing the useful range of the chain.
The jump distance was broken as hell and it will not be made possible again. They have said that they want to reduce overall offscreening of skills and this is exactly it.
They nerfed the range to nerf the range, they want you to be closer, because arc is a beast of a skill, it does a lot of damage, never misses and doesn't need any aim.
It's sad but it's the truth.
The cast speed boost and slight damage nerf balance out, so it's still very viable for self-cast or totems. Triggers like Traps, etc suffers damage nerf but you already do a ton of burst damage so it's still usable.
