Is lacerate just bad?

I've been using lacerate as my main skill since I started playing this league, because I like how it looks and how it works, but every time I'm forced to switch skills I can't help but notice how pretty much any elemental melee skills is explicitly more powerful.
Even something like frost blades with random ~level 15 elemental support gems is almost tiwce as powerful as my minmaxed pure physical lacerate with all level 20 phys damage supports.
Trying other phys damage skills like cleave or double strike make lacerate look even more pathetic.
Is this just how it is?

some skills are more aimed at being a pack/trash clear skill and others like double strike for example are focused on single target nuking which is what you would use on map bosses tough rares etc plenty of builds run both a clear skill and a single target nuke skill

Elemental damage, in general, is easier to scale higher, due to ♥♥♥♥ like ele pen.
