For some reason, that makes no sense :S
Consider you get 60 fps in normal conditions. You start a very flashy fight, and that lowers your fps to 20. Imagine you have a set target framerate of 30. Dynamic resolution kicks in, lowers your game resolution, and boosts your fps back up, over 30, or as much as possible.
It in no way negatively impacts game performance.

It took me a second for your reply to click in my mind, and yes, you are right, I'm not sure what I was thinking. When I saw 5 earlier I was thinking it was forcing the game to run at 5 fps but that is wrong.
OP, I'm thinking you have a hardware problem. Are you running a laptop or desktop?
