Everything is pure cosmetic items, every each one of them had to be sepperately designed by graphic designer and implemented into the game by programmists.
Considering that you can fully customize your outfit for 60$ it is a fair price.

here you pay 60$ for costume you are likely to use for the whole league or even longer. If you think this is a lot then you have no idea what you are talking about.
Depends entirely on things like where you live, do you have a job, how much you get paid, do you have a family, does your wife/husband have a job, do you have kids, how big your other living expenses are, etc. I'd imagine that most people in russia for example can have a real hard time shelling out that $60.

GGG decided on the current prices when they introduced their first mtx cosmetics. Back then there wasn't as huge selection of different premium cosmetics so the prices made sense. Then they started adding more of them and now we have like twenty times the amount we used to.
Lucky for you that you don't have to spend a single penny on cosmetics then.
Thats the thing though, I bought a supporter pack many years ago but it seems now I have nothing to show for it except an extra animation for fireballs
