I basically always pick the option on the right, the only time I do the left option is when I want to kick out a safehouse leader to put a different syndicate member in their place so I can get the reward I want.

You rarly want to Interrogate if you want max value, but you might want to anyway.
If the Syndicate member got loot you don't care about (They got a hint when they got 1 star).
If you expect being able to rank the member back up to 3 stars before the hidout is unlocked.
If the both options is bad and you don't want to just walk away.
Remember if both options is bad and there is more syndicate members around only the last member you make a choice agenst will make a bargin, so talk to everyone before you make a decition on who to rank up, betray and who you want to strike a bargin with.
When you open the Hidout, the Arena will contain of 1 loot room from the "Commander", and one loot room for each sub member connected to the hideout, The quality of the loot will depent on the rank of the members. (I'm unshure if their Equipment boosts inpacts the loot)
Your ultimate goal is to get to those safehouses, and depending on who is guarding it and what friends he got, depends what kind of rewards and how many reward rooms there are in that safehouse. My personal favorite is Leo because he has a high chance of having stashes with lot of Scarabs in them.
If theres multiple agents youve beaten, check everyones options first before doing anything. Because if you kill one of them in front of the others, their right option might change drastically, (basically the Syndicate member pisses in his pants when he sees his colleague die horribly, so he's more willing to bargain).
Interrogate when below 70% to safehouse. Above that you wanna get house in order
Allies and rivals lines are great for moving people, so are good to have. Rival is best as they fight each other instead of you
Otherwise decide what rewards you want, put the right people in the right positions. Make sure when safehouse is ready you have main and 2 others working in that department to maximize rewards
You can find what charts online with what each member provides in each job.
Eventually choosing right choice will make the members faceroll you. you need to balance how strong you want members to be when fighting you vs good rewards. Also it seems with higher syndicate rank and power you get more intel so you can raid safehouses more.
There are strategies for fastest route to safehouse raids, there are ways to make each encounter incredibly rewarding and dangerous, and there are ways to make it super safe and not very threatening at the cost of rarely raiding the safehouses (interrogate always)
That sounds like a really bad idea if the member only got 1 star, Dumping them down to no rank and thus loosing their syndicate status/connection.
From there you have to meet the person twice to first get trusted with someone, then one more time to them make them part of one of the organisations. (Or they get a invitation from another trusted member)
Not only that but a 1 star or norank member will barly give you any intel during the 3 turns their inprisoned.
Great if you want to remove/switch out a member if they got loot you dont want or want in a diffrent organisation, but as a general tactic i'm sceptical.
If you want to play it safe and don't overpower the members get them to 2 stars before inprisoning them, atleast they keep their position when they get back out, and they give way more intel.
Edit:
Another thing, your tactic will make it way harder to Execute/rank up members, with less conections you are much less likely to meet groups of syndicate members. Meening that if you only meet one, you only get the option to Inprison or Bargin.
