No, it doesn't improve the outcome if it doesn't change anything, but does cost a vaal, and if it does change it (don't know if it even can) you have no control over it anymore in terms of mods, so it can roll worse than before.

In most cases it's not really something you'd do... if you are super low on vaal orbs and SSF, one might consider vaaling cartographers for the possible 8mods for the challenge... but that's a stretch for the general use case.
