How do cosmetics work?

If I say buy some armor set or a cape, will I be able to put it on all my characters?
Or only on single one?
If so can I transfer it between characters or stuff is permanently bound and every toon will need a new item?
They are quite pricey so I want to know beforehead, since I like to reroll toons instead of reading guides and what not.

All cosmetic microtransactions with the exception of the Skin Transfer can be removed and reapplied as much as you want and as often as you want with no limitations.

It's applicable to a single character at a time, but reclaimable (in order to use on another character) as much as you want, with the exception of "consumables", which for the most part is only the "Skin Transfer", which doesn't grant you a specific cosmetic but the ability to have one item look like another as a mod of the item (so you can transfer the item around on your account (although it follows league migration rules), but can't trade it until the skin transfer is removed from the item). Those "Skin Transfers" are single use and about 50 cents a piece.

No you don't.

They're really just for the transfer from ingame item x's skin onto ingame item y, not to apply mtx m onto item y.

Yes, skill cosmetics work the same, one gem at a time can be overriden per cosmetic bought (which means if you were to use multiple different totem gems, you'd need multiple cosmetics to apply them to all).

Okay, so if i have two diffrent characters that use the same skill i'd need to buy the skin twice?

You can swap ♥♥♥♥♥♥♥♥♥♥ly for the most part, I do it to multiple chars if I wanna wear the same thing or use the same skill skins so I don't have to buy more than 1. Like I will not buy 2 Crucible supporter packs just to have 2 sets, I will just swap the skins over in 15 seconds and look how I want no muss no fuss and save 500 more $.
