RIP Stat Sticks (And some uniques). ALL HAIL SPELL-STICKS (And some uniques, and Totems)

TL;DR. Stat-sticks are gone. Skills can not be used while dual wielding unless BOTH weapons support the skill, AND skills will ALWAYS alternate weapons when dual wielding. So, for instance, you can no longer off-hand a Shaper Sceptre when running Reave/BF to gain silly amounts of damage.

Spell-sticks still exist. (AKA using Shaper-Sceptres with Gain Phys as Extra with something like Blade Vortex or Glacial Cascade)

Also, uniques are getting re-balanced. Particularly uniques that limit build variety (HH, Inpulsa's, PP) are getting nerfed or made more rare. Rare uniques that aren't good are getting buffed or made less rare.

Also, Energy Shield recharge no longer stops if you take "Damage" from a non-damaging source (Such using a skill with Blood Magic or EB).

And changes to the Heirophant totem-build (That are actually a buff), changes to Occultist (That are unknown), and the Champion (That are also unknown).

Will Double Strike Now use both weapons? "Skills that could be used with two weapons, but were main-hand-only when used, now use both weapons when dual wielding" Im confused lol

Er, everything is a stat stick to casters. Even the white wand that witches get when they wash ashore at the beginning of act 1, with the 10% increased spell damage, is a stat stick. Much harder to nerf them for casters, without removeing the mods completely.

On the other hand, this bring dual-wield inline with it's intended purpose, so guess it's not really a big surprise. Melee was designed around 2-h most offence, dual wield 1-h balance between offense and defense, and 1-h/shield most defensive. Since we got stat sticks, melee has been pretty much only ever dual wield.

where in the manifsto did it say "always Alternate?"

this it what it actually says

Rip stat stick? Rip Quill Rain.
Quill Rain now causes you to deal 40% less Damage (as opposed to Weapon Damage). This affects all versions of the item.

This was posted BEFORE the patch notes went public. So that nerf was not known yet.

And I'm perfectly fine with the Quill Rain nerf.
