I'm a bit confused about the server? I should play on.

I'm quite new to PoE, and I'm loving it so far, but I read that Delve is gone soon and something new will come in place for that? So should I start a character on the normal server and stick around there untill this new expansion comes out?

Your Delve Char will transer to the Stanard League when the new League comes out.
You won't lose anything and if you want you can still play your Char after the Transer.

Standard ("normal league") isn't really recommended at all. Leagues is where most people converge.

I'd say it will be better ifor you to start on Delve because delves are actually coming into Betrayal (the next expansion) in the form of daily quests. So this way you already know what you're getting into for Niko's quests.

Sadly, right now the serves are suffering from a DDoS attack (outside hacker activity) so it's impossible to log in for the time being. Luckily this will get resolved quickly.

Delve will be merged with standard.
New Betrayal league in December will also feature delve.

I've heard speculation that the DDos attacks are blizzard representatives and/or blizzard fans angry about PoE doing better than D3 plus the whole Diablo Immortal backlash. While people are obviously going to come to that conclusion no matter what, the timing is quite a coincidence considering how recent the blizzcon disaster was and how soon the next major content patch for PoE is

There was a similar rumor quite some time ago that Blizzard was also behind ddos attacks against private wow servers. So who knows

Rumors are worth nothing. Was there at least some evidence? Wouldn't expect it to be.
