Throwing speed is the speed used to throw the mine/trap.
Spell casting is the speed at which the trap/mine triggers the skill when they explode (in the case where the trap/mine is a spell, if it's an attack, it's weapon attack speed that is used instead).
They are both important, but not the same.
But there is also "Detonation Speed" increasing speed for mines in the passive tree. Are you sure casting speed influence this one ?
Cast speed only affects certain mines such as how fast the nova in fire nova mine pulsates, seismic trap, lightning spire, etc.
