as for the question, no you cant use Shift + something to go around the limit of the skillbar slots.
moreover, in a lot of cases the Vaal version is a kinda good boosted version which is extremely good. and not to forget, you can have 20% vaal skills too.
A lv 20 gem sold with a gemcutter will give you the same gem q20% lv 1 (put spar gems of you main setup in the swap weapons, they level up too, so that you don't get into the situation where you're using a lv1 gem at lv90 without a backup after the recipe).
To make a 20/20% vaal gem, you need to level several gems that way, then use the gemcutter recipe, relevel them and when the gem is lv20/20% you vaal it, if you're lucky you'll get a vaal gem 20/20.
Otherwise just buy looted gems from other people, it will cost less than forcing 20 gemcutters on a gem to upgrade it.
