Also to get a lot of maps there is no mystery, you need to alch your maps to get good pack size and loot quantity. Then you need to up the tier by using the vendor recipe : 3 identical maps = next map of higher tier.
If you really need them you should also buy them from players.
Look at the atlas, if your map has a shaper or elder influence, there'll be more things to worry about than the regular map mobs and boss mechanics.
And i play SSF, buy every map from Zana. But if T1 maps almost always drop few other tier 1-2 maps, tier 5-7 on the contrary drop 0-2 maps which always few tiers below
After that you will see the elder influence on your atlas and also in this elder influences you will see maps with a blue circle. This bosses will give you the next fragment. The shaper will not always appear in shaper influenced maps but sometimes... does this help you?
Oh and maps can only drop if you already expierenced them or if the map you are in is connected to a map you did not yet find.
