if you want to explore the darkness and farm some fossils or whatever then yes, go sideways, where your character can handle the damage. its worth it even at low levels.
if your character can still progress downwards farm that blue stuff there. youll get way more the deeper you are.
if you want exp stay at the max monster level and go sideways there

It depends what you are after. Going sideways is good for opening up more places to explor side areas for resonators and fossils since you can stay at full Darkness Resistance and actually survive the side areas. Going down is better for azurite and loot.

wait, there is a max monster level? What's the point of going deeper in that dark hole then?

the monsters still get harder through more/worse mods they just cap their level so you cant raise lvl 90 spectres or whatever

What is the point of Delve? Is it another way to farm gear? Or is there something else special about it?

It's another way to farm gear through a follow-the-upgradable-light randomly gen'd per character infinite dungeon. Every season is just a new flavor thrown into the game that usually is there to stay where you grind out gear for another build/playstyle until you're done or burned out.
