where is the skill gem vendor in Oriath???

I just beat the game but i cant buy gems because the vendor dont sell them in Oriath, did i miss something?

lily is in the epilogue area and still sells gems there

i think you also need to do one of her 2 quests for her to sell the gems. either the twilight strand quest in act VI or the teardrop quest in act X (Map to Tsoatha)
