"Grant Skill"-Effect and Supports

If i have a shield which grants me an skill can i support this skill if i put my support-gems into the items which grants me the skill ? for example "Multistrike", "Splash" and "Add Physical Damage" in the Shield "The Surrender" ?

No, it does not work like that.

Support gems only works with other gems they are linked to.

Certain unique items grant an exclusive skill when equipped.

Mechanics

Skills granted from items are an innate property to the item, so as a result it cannot be supported with Empower Support, Enhance Support, or Enlighten Support. These gems will however affect any support gems linked to it.

Yes, you can.

Any item that has a built-in skill can be supported by any socketed support gems and they are not supposed to be linked either.

I don't know if this has a certain wiki page but I'll give you an example. Currently I'm playing a Ngamahu's Flame cycloner and in my weapon which has a level 16 built-on Molten Burst, I have 6 supports socketed and they are working.
Or an even simpler example: Whispering Ice builds just socket supports into their staff and it'll essentially become a 7-link.
