Jewel "Unending Hunger" question

just found this jewel and sounds interesting enough. is there a good build I could do with it?

Minions have 7% increased area of effect
with 40 int in radius, raised spectres have 50% to gain soul eater for 30 seconds on kill

also, whats the "soul eater" effect?
