If there is 1:3,7 that means that 1 piece of first currency will cost 3,7 (almost 4) pieces of other currency, or that second one is worth 27% of the first one.
how does that math work? is the comma supposed to be a decimal?
edit: ya 3.7/1 is .27...
why use a comma? just to confuse? or is this normal?
so chaos orb is the standart base exchange?
It's normal in most countries to use coma as decimal separator.
Chaos is most common trade currency, but there are also alchemies, exalts (for rather expensive stuff) and alterations (usually in greater packs); jewellers, chromas and fusings are a bit less in use.

Its nothing but scam deals. Stick with http://poe.trade/ Its pretty self explanatory so you don't need to learn all the lingo.
Top left is a big button to switch between currency and item searches.
Exchange rates on some currency items fluctuate frequently so watch out for that.
Exalts (aka Exalted Orbs or Ex) for example are reaching its peak value and will plummet rapidly in 2 to 3 weeks.

Exalt prices crashed from 190c to 130c in a matter of hours.
but you said, exalts reaching the peak and crashing then. but the huge ban wave is more likely the cause
Not sure how much the ban wave played a role in this (if any). But exalt prices going up and falling was already planned before league launch.
