item filter not showing up in the UI
it is a txt file I hope that's fine

No, it needs to be a .filter file.

Could you be more precise?
Because some conventions would be to call the file by name.extension, in which case it might be name.filter.txt which would be wrong.

It should say FILTER file (.filter) as type.

not mentioning the extension of the .ini file seems like you've giving us name but not extension for the .filter file as well...

As you can see I do neither...

Make it a .filter file. Might be easiest to redownload and choose the correct name during download, as based on your computer configuration, you're not tech savvy (as you haven't chosen to show extensions, which is a very basic security recommendation).
