ES% on gloves is local, so you still need high ES base gloves for that to work. So ideally, you want a high ES base gloves (e.g. Sorcerer gloves) with high flat ES and high %.
ES% on belts and rings are global, so they are valuable even if you lack a flat ES mod on the respective pieces. But obviously, if you are entirely ES based or have a limited budget, you will want flat ES mods wherever possible, because global ES% mod is expensive and rare (only
via temple, shaper mod and as a possible outcome through synthesis) and you may not necessarily 'need' it for the content you do.
For belts, at the higher end, you can probably get 130 ES with a global ES% mod with a Crystal Belt-base rare. That'll probably cost at least 10ex to buy. But you can get belts with 130+ ES without the global ES% for far less (a decent one under 30c is possible).
For rings, I believe t1 flat ES goes up to 47, so the max flat ES is 72 with a moonstone ring-base non-temple modded rare. Again, I'd say you can probably get a decent 70 flat ES ring for under 30c. The shaped global ES% cannot roll on rings, so you can only get the mod via the temple or item synthesis, so it'll be much more expensive than the ones without.
